A New York, l'ingénieur Mac Allan expose son plan de tunnel sous l'Atlantique pour relier les Etats-Unis à la France. Soutenu par un banquier influent, le projet se concrétise et en trois ans, les travaux ont bien avancé. Seulement Mac Allan va devoir faire face à de nombreux problèmes : infiltrations d'eau, grève de ouvriers, sabotage...
